Hygiene is important to control infections in premises that involve or may involve penetrating the skin. Unsafe or unhygienic procedures and/or premises can spread infectious diseases and may compromise individuals’ personal health.

Under the Public Health Act 2010, Council regulates all hairdressers and barbers, beauty salons and skin penetration business premises. Business activities are regulated under the Act if deliberate skin penetration occurs which is not carried out under the supervision of a registered medical practitioner.

Regulated procedures include but are not limited to tattooing, body piercing, nail treatments and various beauty therapies (including waxing and micro-dermabrasion). Colonic lavage has also been included in the definition due to the potential for disease transmission.

Registration of your Hair, Beauty or Skin Penetration Business

It is a legal requirement that you notify council prior to operation of health premises. This includes hairdressers, barbers, beauty salons and all skin penetration businesses including mobile businesses.

You may require Council consent to operate your business, even if a managing agent or owner has given you permission to operate. Before notifying Council of your business, please contact Council’s Duty Planner to discuss your enquiry and whether planning approval is required.

You will need to provide your DA or CDC reference number demonstrating consent for operating your business at the premises. Once obtained, you can submit a Registration of Health Premises form using the following link:

Council’s Annual Inspection Program

We conduct routine inspections of registered premises to ensure compliance with the requirements of the Public Health Act 2010.

Fees

Registration 
Fees are not payable for registration of health premises.

Inspections 
A fee may apply to inspections for regulated premises. All fees and charges are reviewed annually under Council’s Schedule of Fees and Charges and be viewed at https://www.centralcoast.nsw.gov.au/about-council/council/forms-and-publications/delivery-program-and-operational-plan
